Brian Spray, the Group Chairman of the Tadley Scout Group invited Sir George Young, the local MP, together with district and town councillors to a meeting at the Boundary Hall site, to discuss the future of the scout building.
"The Scout Group plan to relocate their building, which is now owned by CALA Homes. The Scouts have a planning application for a new building in South Down Road, which lapses in 2009 and their building costs are increasing. CALA Homes will fund the new building under Sewction 106, if they are able to get planning permission for the development on the Boundary Hall site, which CALA acquired in 2007. The recent intervention by the HSE, who have advised officers at Basingstoke & Deane to refuse the application, means that the scouts are the innocent victims of a deadlock between the developers and the planners."
"It was helpful to hear from representatives from CALA Homes about their proposals, and to gauge the views of local people. As I understand the decision, an application has gone to Basingstoke & Deane for residential development, and this will be determined by Basingstoke & Deane Council in July. If officers advise refusal, councillors have the ability to overturn that recommendation, but they will need good reasons for doing so. If the application is turned down, then CALA Homes can appeal to the Secretary of State to ask an inspector to hold a public inquiry. If consent is granted by Basingstoke & Deane, then the HSE can invite GOSE (Government Office of the South East) to call in the application and have it reviewed by Ministers."
Sir George said he had an open mind on the merits of the specific application that had gone in, but he thought it unacceptable that the site should remain derelict indefinitely.
"We have to find a useful purpose for this site, and hopefully one which will enable the Scouts to go ahead with their plans. We are enormously fortunate to have such an active group in Tadley."
