Speaking to Adam Boulton on Sky News, Sir George repeated his request that the Government should find legislative time to implement the Kelly proposals in full.

"It is important that the next Parliament should start with a clean sheet, and that means finding time to implement Kelly. One of his recommendations is that all candidates should publish a register of interests - that needs to be in place by the spring."

Asked about today's opinion poll, Sir George said it was further evidence of volatility in the country's mood and the Conservative Party would need to work hard to win the 120 seats needed for victory.
