Speaking at a lunch organised by Romsey and North West Hants Conservatives at the Grosvenor Hotel, Stockbridge, Desmond Swayne, MP for New Forest West, said that while MP’s could not “fix” all the problems that constituents brought to Advice Bureaux, the experience gained was useful in improving legislation as it went through the House of Commons.
So far as the responsibilities of the House of Commons were concerned, he said the executive was so powerful that it was difficult to hold it to account, particularly as so many backbenchers wanted to be Ministers and were sometimes reluctant to criticise their own Party. He regretted the loss of sovereignty, and believed the House of Commons should regain some of the power it had lost.
