Addressing over 80 guests at st Mary Bourne Village Hall, David Willetts described how the Conservative Party recovered from its last two big defeats, at the begining of the XXth century and after the Second World War. "When it returned to Government, the Conservative Party had changed substantially - it was more in tune with the times, but had not abandoned its principles." Looking ahead, David Willetts said the Party should work on a "Right to Spend" - so people could top up what was already being spent on health and education, without having to opt out; and on proposals to encourage saving, aimed both at middle income groups who are currently hit by Inheritance Tax and at lower income groups, unable at the moment to accumulate a nest egg."
