| TVBC Annual Parking Permits |

Dear Sir George,
I work for a local company who pay annual fees for parking spaces at some of the TVBC carparks. In December 2008 we were renewing four spaces in Eastfield Road carpark and I telephoned TVBC to confirm the price as I assumed that the 15% VAT rate would apply as we are charge VAT on these spaces. I was informed by a lady at the Council that TVBC had raised a dispute with HMRC therefore we had to pay 17.5% VAT on the renewals, bearing in mind the annual fee was from Dec 08 - Dec 09 therefore the total fee is in the 15% period. We had no choice to renew as we needed the spaces.
The company I work for has several spaces not all at Eastfield Road and as we are a training company and receive Government funding we are unable to claim the full VAT back on our spaces therefore it makes quite a big difference to my company as the spaces (including 17.5% VAT) cost £640 each annually.
I feel TVBC are not above the law and this is not right. All other businesses have lowered the VAT rate therefore why do TVBC believe that they shouldn't? I wonder what has happened to the short stay car parks, I should imagine that those rates have not changed either.
My question is, are TVBC paying over the 17.5% VAT to HMRC or are they paying 15% VAT and keeping the additional 2.5% as additional revenue?
I would appreciate your input on this matter.

Many thanks for the email, and of course I understand the objection to paying VAT at 17.5%, when the Government have reduced it to 15.
I will pursue this with the Chief Executive at TVBC, and let you know how I get on.
